本校以「培養具有人文關懷與專業素養的優秀醫學人才,創新精進醫學領域,提升醫療品質,促進人類健康福祉。」為設立宗旨。秉持著以誠愛精勤為本、發展多元創新教學與精準健康研究為特色的醫學大學為自我定位,不斷地朝成為具影響力的國際頂尖醫學大學邁進。因此,本校不僅在醫學與生物科技領域上繼續深耕本土外,也積極提升國際化影響力。除了持續參與國際型學術研究活動,也積極尋求與國際學者進行合作與交流,以提升本校整體國際競爭力。在此願景下,本校擬增設「國際醫學科技應用碩士學位學程」

一、醫學科技應用為建構「精準健康醫療」的重點研究領域

       精準健康醫療體系為全球進步國家之新興發展重點,截至2024年,精準醫療(Precision Medicine)的全球市場規模估計約在800億至1,200億美元之間,並預計在未來幾年內持續快速成長。根據市場研究機構的預測,精準醫療相關產業的年均複合成長率(Compound Annual Growth Rate, CAGR)約為10% 至 15%,因此預計到2030年市場規模有機會超過2,000億美元。

市場成長的主要驅動因素包括:

  1. 基因分析技術進步,如次世代定序 (NGS)成本下降,使個人化基因分析更加普及。
  2. 因網路資料庫與人工智慧(AI)技術的不斷提升,使得大數據與AI應用越來越廣泛,大幅增加在輔助診斷與藥物開發加速醫療決策效率。
  3. 癌症與罕見疾病治療需求增加,使得精準醫療在腫瘤學、基因療法等領域需求激增。
  4. 政府與產業的高度投資,包括美國「精準醫療計畫」、歐洲個人化醫療政策等推動精準醫療的市場發展。

       目前,北美是全球最大的市場,歐洲與亞太地區則是增長最快的區域。尤其是中國、日本、韓國等國積極發展基因科技,帶動亞太市場快速擴展。而支持精準醫療快速發展的基礎便在於新興的醫學科技應用與開發,包括精準醫學檢驗、大數據分析、AI應用、再生醫學與細胞治療、以及免疫治療與基因編輯等。因此,在精準醫療與精準檢驗的浪潮下,對於培育具備新興醫學科技應用的專業人才,已是許多先進國家的重點發展政策。為響應政府推動「建構生醫科技島計畫」的重點發展項目,本校將「創建國際學習網路圖、融合雙語與數位科技、強化知識與實作結合」等納入校務研究發展目標,持續培養符合時代需求的新興醫學科技專業人才。因此,增設本學程不僅有助於本校及我國在學術與新興生醫產業的發展,同時能與世界醫學科技發展潮流接軌,強化國際競爭力,對促進人類健康與福祉作出更大的貢獻。

二、具備完善的精準醫學科技研究平台與資源

      為提升教學及研發能量,本校及附設醫院不斷擴充各類校級研究資源與平台,包括研究資源中心下輔助前瞻性基礎研究的「貴重儀器中心」、提供臨床前動物試驗兼具動物代養與動物行為、生理、生化及影像等技術服務的「實驗動物中心」、提供穩定優質的人體檢體來源及建立完整臨床資料系統,供醫學研究與精準檢驗的客製化服務的「人體生物資料庫管理中心」、提供國內外藥廠及試驗主持人優良之臨床試驗品質,具備執行全球性臨床試驗經驗的「臨床試驗管理中心」、以及協助各類研究計畫之統計諮詢及資料庫統計分析服務的「健康科學數據中心」。另外,本校設有一級行政單位「產學營運處」,下設育成中心、技術移轉中心、以及新創事業營運中心,有效促進本校與產業界交流及共同合作研究與衍生新創事業的育成。目前結合校友與產業挹注支援,已成立衍生新創企業: 慶山生醫股份有限公司,通過專業的研發和實踐,積極回饋社會,並推動健康公益。綜合上述說明,顯示本校具備從基礎研究、臨床前試驗、臨床驗證、到產業輔導的研究平台與創新營運中心,符合本學程學術專業研究以及產業鏈結的發展。

三、符合國家新南向人才培育推動計畫之教育政策

      新興醫學科技研究與應用銜接到精準檢驗產業或臨床醫學應用的過程中,涉及許多層面包括市場趨勢、醫療需求、以及智財權與新興生物科技所帶來臨床法規與法律的議題。這些議題需要了解各國在文化差異、倫理、法規、臨床醫學的需求特色、各項政策以及亟需解決的問題,才能將新興的醫學科技推展至國際間應用。因此不僅是需要跨領域學習相關的醫學科技應用之多元面向,更需要了解各國在醫療環境、臨床應用發展、以及檢驗分析技術等領域的現況,以擬定因應當前以及未來全球化之研究議題。因此增設招收國際生源的「國際醫學科技應用碩士學位學程」,除了培育國際醫學科技應用的高階研究人才、推動本校與其他國家的實質教育交流之外,透過國際研究生的雙向溝通,更能掌握國際醫學科技發展的現狀與趨勢,以及建構符合國際需求的新創研究。同時,藉由學程畢業生回母國就業或在國際間移動就業的過程中,可做為本校與他國產官學各領域之橋樑,創造出多元跨國合作的管道與機會。東南亞各國近年來經濟快速成長,對於開發新興醫學科技或相關技術應用於醫療產業之需求更趨急迫。對此,招收東協及南亞優秀青年學子來台就讀本學程,不僅能有效推動本校國際化精準醫學科技發展之願景,也符合國家目前「新南向人才培育推動計畫」來加深彼此的互動與聯盟關係。  

本學位學程發展方向與重點

一、核心理念

      因應全球精準醫療與健康照護在後疫情時代的發展,本學程設立之核心理念在於「厚植基礎醫學科技應用人才培育,推動創新型精準醫學科技研究」。初期以招收外籍學生為主,規劃多元跨領域課程強化學生整合學習的能力,進而在精準醫學檢驗、人工智慧與大數據分析、再生醫學與新興醫學科技應用等重要議題,積極培養具創新及國際競爭能力之關鍵技術人才,並導向精準醫療健康產業,達到提升新興醫學科技研發能量與產業及臨床應用的終極目標。

二、發展方向與重點

      隨著人工智慧與大數據時代的來臨,以及新興醫學科技的蓬勃發展,造就「智慧化精準醫療」發展的優勢環境。因此,本碩士學程順應世界潮流,建構由基礎到高階的完整教學體系,朝向「數位化」及「精準化」醫學科技研發與應用的高階人才培育的發展方向,為國際精準醫療產業以及創新醫學科技應用注入更多成長貢獻。

以下為本學程之發展重點:

1.培育具備新興醫學科技專業素養之高階研發或管理國際人才 

      提供優質教學與研究環境:本學程規劃跨領域之醫學科技應用師資群,其專業領域涵括分子細胞生物學、分子醫學、再生醫學、精準醫學檢驗、人工智慧與大數據分析、臨床試驗設計、細胞治療與免疫治療等領域,開設全英語授課之多元系列選修課程,以深植學生基礎醫學科技應用相關學識與研究方法,強化學生原創及獨立思考的能力,並鼓勵學生積極參與國際學術活動來銜接不斷增廣及加深的新興醫學科技應用發展,提升學生國際視野與競爭力。

2.促進醫學科技應用於精準醫療健康產業與臨床試驗之發展

      聚焦政府生技產業醫療發展政策之推動方向,結合校內外學者專家組成跨領域團隊進行以精準檢驗與精準醫療產業導向之具新穎性、前瞻性、及國際競爭性之醫學科技應用研究,提升本校在精準檢驗、精準醫療以及智慧健康促進等領域之研究量能。

本學位學程與世界學術潮流之趨勢

      現今世界學術潮流的趨勢受到快速科技發展、全球議題及跨學科合作的影響,主要研究發展方向包括AI與大數據研究,如AI輔助醫學檢驗與藥物開發、基因編輯(如CRISPR)與精準醫療等。這些學術趨勢反映了科技與社會變遷的影響,也顯示未來學術發展將更強調科技應用、跨領域合作與社會影響力。而本學程專注於醫學科技應用人才的培育,學程課程設計也完全符合前述之世界學術潮流趨勢。

      本校具備優秀的基礎與臨床研究師資,搭配附設醫院建置的檢體及臨床資料庫數據管理與分析平台,在妥善的安全管理維護下形成「醫學科技應用」、「資訊」、「統計」三大領域整合之精準檢驗與精準醫學研究資源。藉由本學程之設立,可強化基礎醫學科技研究、提升大數據分析應用、以及新興醫學檢驗與醫療研究之串聯。透過課程設計、基礎科學方法研究、以及臨床數據分析,將提昇醫學科技之應用層面,進而在推動精準檢驗、精準診斷、精準治療相關的新穎檢驗技術、藥物與醫療策略的研發、以及個人化精準醫療等面向有重大的貢獻。 另一方面,本學程透過培育優秀的國際醫學科技應用之研究人才,推動與其他國家的實質教育交流,同時也持續透過積極參與國際學術與科技應用活動、與國外頂尖大學深化合作交流等機制,務使學程師生與國際醫學科技應用與發展緊密接軌,促進人類之健康與福祉。此願景亦符合聯合國永續發展 (SDG)之「確保健康及促進各年齡層的福祉」、「確保有教無類、公平以及高品質的教育,及提倡終身學習」、「減少國內及國家間不平等」、以及「強化永續發展執行方法及活化永續發展全球夥伴關係」等目標。

According to the forecast of market research institutions, the compound annual growth rate (CAGR) of the precision medicine-related industry is about 10% to 15%, so it is expected that the market size will exceed 200 billion by 2030.       At present, North America is the largest market in the world, and Europe and the Asia-Pacific region are the fastest growing regions. In particular, China, Japan, South Korea and other countries are actively developing genetic technology, driving the rapid expansion of the Asia-Pacific market. The basis for supporting the rapid development of precision medicine lies in the application and development of emerging medical technology, including precision medical testing, big data analysis, AI application, regenerative medicine and cell therapy, as well as immunotherapy and gene editing. Therefore, under the wave of precision medical care and precision examination, it has become a key development policy for many advanced countries to cultivate professionals with the application of emerging medical technology. In response to the government's key development project of "Building a Life and Medical Science and Technology Island Plan", our school will include "creating an international learning network map, integrating bilingual and digital technology, and strengthening the combination of knowledge and practice" into the school's research and development goals, and continue to cultivate emerging medical science and technology professionals who meet the needs of the times.       In order to improve the energy of teaching and research and development, our school and affiliated hospitals continue to expand various school-level research resources and platforms, including the "Valuable Instrument Center" under the Research Resource Center to assist prospective basic research, and the "Experiments" that provide preclinical animal testing with animal surrogation and animal behavior, physiology, biochemistry and imaging and other technical services.
